Christopher Coye has over 25 years of experience in law and executive leadership within Belize’s foremost legal, financial and governmental institutions. Admitted to practice law in Belize in 1999, Mr. Coye holds an M.S. in Economics (1994) from the University of Texas at Austin, an LLB (Hons) from the University of the West Indies, and a Legal Education Certificate (LEC) from the Norman Manley Law School (Jamaica).

Mr. Coye’s private practice expertise spans Commercial Law, Banking, Finance, Real Estate, Foreign Investment, Tax Planning, Asset Protection Planning, Estate Planning, Intellectual Property, Trademarks, Patents, Copyrights, Trusts and International Finance. Mr. Coye has held numerous leadership roles, serving as Chairman of the Integrity Commission, President of the Belize International Financial Services Association, and Director of International Financial Services at Belize Bank International Limited. He also previously served as Chairman of the board for Belize Elementary School and Belize High School. Mr. Coye’s professional affiliations include membership in the Society of Trust & Estate Practitioners (TEP) and the International Tax Planning Association.
In November 2020, at the invitation of the Prime Minister, Mr. Coye was appointed Minister of State in the Ministry of Finance, Economic Development and Investment, leading Belize’s economic recovery. He was a primary architect of the landmark 2021 Blue Bond Transaction which retired Belize’s US$553 million Superbond at a 45% discount and generated over US180 million funding for marine conservation. This innovative debt-for-nature swap reduced public debt by approximately 12% of GDP and triggered a historic reduction in Belize’s debt-to-GDP ratio which fell from 133% to 64% by the end of 2022.
Furthermore, Mr. Coye championed the modernization of capital markets and the strengthening of financial regulation in Belize through a comprehensive legislative suite. Under his leadership, Belize successfully underwent the Caribbean Financial Action Task Force 4th Round Mutual Evaluation. In 2025 Belize became one of only two countries globally to achieve a "Compliant" or "Largely Compliant" in all 40 Financial Action Task Force (FATF) Recommendations on the first attempt, successfully guarding against international “grey” or “black” listing.
In October 2025, Mr. Coye transitioned from his Cabinet role and returned to private practice. He continues to serve Belize as a Senator.
