Pricilla J. Banner was born in Placentia, Belize. She attended the University of Belize (B.A., Hons.), the University of the West Indies, Barbados (LLB, Hons.) and concluded her studies at Norman Manley Law School where she received her Legal Education Certificate (LEC, Hons.) as well as several awards. Her awards included the Belize Bar Association Prize for the most outstanding Belizean student over 2 years, the Pitts & Elrington Prize for the most outstanding final year Belizean student and the Pauline Elaine Miller Memorial Prize for being most involved in student activities at the Norman Manley Law School.
Pricilla was admitted to practice in Belize in 2006. Her practice areas include: Constitutional Law, Administrative Law, Extradition, Real Property, Contract Law, Environmental Law, Insurance Law, Commercial Law, Tort Law and Civil Litigation.
From July 2006 to June 2009, Pricilla was appointed as a Crown Counsel at the Attorney General’s Ministry. She was then promoted to Deputy Solicitor General in July 2009. In June 2010, Pricilla joined Courtenay Coye LLP as an Associate.
Since 2007, Pricilla has been active in the area of Information and Communication Technology (ICT) law. She has lectured courses & facilitated & presented workshops on the Legal Framework for ICT law throughout the Caribbean. She has been a Legal Consultant for ICT Legislative Framework Assessment for the Government of Saint Vincent and the Grenadines (2008) under the EU-SFA ICT Project, 2005, Legal Resource person for meetings of the Core Group for development of the 2009 to 2012 Caribbean e-Government Strategic Plan, CARICAD and Regional Expert in eCommerce and Cybersecurity Legislative Framework, International Telecommunications Union (ITU) (2009-2010). She holds a Certificate in Legal Frameworks for Information and Communication Technologies awarded by The Commonwealth Network of Information Technology for Development (COMNET-IT) & Commonwealth Secretariat and has been an adjunct lecturer at the University of West Indies for Legal Methods and Writing
